The sample minimum is a statistics that can be constructed from a sample. The sample min by definition corresponds to the smallest value of among all numbers in the sample.

The minimum plays a role when reporting the descriptive statistics of a sample. Indeed, the minimum is reported with the five number summary along with the quartiles and the maximum.

Examples of the sample minimum

Is the Sample Min used as a measure of dispersion?

Not by itself. But the minimum and the maximum from a sample can be used to compute the sample range (by computing Range = Max - Min), which is used sometimes as a measure of dispersion.

Is the Sample Min used as a measure of central tendency?

Again, not by itself. But the minimum and the maximum from a sample can be used to compute the midrange (by computing MidRange = (Max + Min)/2), which is used sometimes as a measure of dispersion.
