Use the following categories: natural resources expenditures per capita = below $50 per capita, $50 to $100 , and above $100; sierra club membership rate = below .10% of population, .10% to .40%, and above .40%; and, percentage of GSP from utilities and manufacturing industries = below 12% of GSP, 12% to 16%, and above 16%.
