Patient waiting lists are one way of ration scarce health care resources, but not necessarily an efficient way. In fact, according to the theory of efficiency, if the health care market allocated resources truly efficiently, in the full extend of the concept, there would not be patient waiting lists. But, under the premise of scarcity, waiting lists are possibly one reasonable way of allocating resources, especially if the waiting lists are assigned by health condition priority.
